How much does an EV cost to run per km in India?

Is running cost the same as total cost of ownership?

Why are electric cycles not compared with petrol here?

Because the honest comparison for a pedal-assist cycle is not a petrol vehicle. A typical e-cycle full charge costs about Rs 3 at domestic rates - the running cost rounds to almost nothing - so EVz quotes e-cycles a cost per full charge instead of a per-km petrol comparison.
